There is a map put out by the
Development Dept. to correspond with the
911 coming on stream and there have been some problems with the map,
because the Dept. of Transportation has taken some signs down and moved
other signs. I have received several calls that signs have been moved and
have had inquiries as to why they were moved.
I have followed up on these calls and have since spoken to Planning
Technician Jamie Whitters about this issue. Jamie is taking your concerns
to Doug Foster, the Director of Planning.
Update Re Signs - Big Pond Center
and Tara Nova
I have sent a letter to Claire Detheridge, Chair of the Planning Advisory
Committee,
asking her and the committee to look into reporting the Big Pond Center
and Tara Nova
signs. She has since been in contact with the Development Dept. of the
CBRM and this
issue will be discussed at the next Planning Advisory meeting. I am
hopeful we will soon see these signs returned.
At the June Council meeting I had a resolution passed asking that
the
Mayor set up a meeting with the Wardens of the other three counties and
the Chiefs of the first Nations, for the purpose of exploring an
appropriate management structure for the care and stewardship of the Bras
d'Or Lake and its watershed.
A letter has been sent to Dr. Ripley requesting that the followup
meeting
regarding the concerns in this area should be held as soon as
possible.
In reply to the above letter a meeting is now scheduled for Friday, July
18th, 1997, at 11:00 a.m. in Halifax.
"NOTE"- The meeting scheduled for July 18th was cancelled because of the
change in the Provincial Cabinet members and will be held later in
August.
September 22, 1997 - Update Re Mobile Home Park
Concerns
Since I was elected in 1995 I have had many meetings regarding the
concerns of the
Mobile Park residents - road conditions, water pressure, no green area,
taxes and pad fees.
- In 1995 I held a public meeting in the Howie Center Fire Hall with
interested residents
of the Mobile Park.
- In 1996 and 1997 I had meetings with the Cape Breton Regional
Municipality officials,
MLA Alfie MacLeod, Dave Laite, and residents from the Park to discuss
services/taxes.
- In May and September of this year meetings were held in Halifax with
the Municipal
Affairs officials. Myself, MLA Alfie MacLeod, Howie McCallum, and Joe
O'Brien
attended, while Dave Laite declined attendance. The key discussions and
actions from
the meetings are as follows:
1. The Department of Business and Consumer Services representative will
propose that
the Mobile Home Park Advisory Committee include a mobile park resident
from Cape
Breton.
2. The Department of Housing and Municipal Affairs has written to the
CBRM offering
support from the Department to develop a municipal mobile home by-law.
3. The Department of Business and Consumer Services office in Sydney will
provide
information to residents about the rights and obligations of landlords and
tenants.
4. The regional staff from the department of Housing and Municipal
Affairs (Phone 563-2150) will respond to any questions that residents may have concerning
assessment values.
5. The agenda from the next joint Union of Nova Scotia Municipalities/
Department of
Housing and Municipal Affairs meeting will include the topic of mobile
home parks.
6. In order to change the assessment process for mobile home parks,
legislation would
have to be enacted.
Updated June 2, 1997:
Pursuant to Sections 34, 49(2), and 60 of the Planning Act of Nova
Scotia,
the Council of the Cape Breton Regional Municipality hereby adopts the
following Public Participation Programto begin the process of
formulating an ammendment to the Coxheath, Town of Dominion, Town of Glace
Bay, Grand Lake Road, Town of Louisbourg, Mira River & Southeast Coast,
Town of New Waterford, Town of North Sydney, Point Edward Peninsula, Prime
Brook/Mira River, Reserve/Gardiner, City of Sydney, Town of Sydney Mines,
Sydney River/Howie Center, and Western Cape Breton Municipal Planning
Strategy to consider the establishment of "community based option
facilities" and "small personal care facilities" in any zone in which
single detached dwellings are permitted.
Meeting - Re Heather Mobile Home
Park
During the first week of May myself and representation from the
Heather
Mobile Home Park
drove to Halifax where we were joined by Alfie MacLeod to meet with Dr.
Particia Ripley - the Deputy Minister of Municipal Affairs, Lloyd
MacLellan - Operation Director of the Assessment Division, and Brent
Wishart - Director of Planning Services, to discuss issues of concern
about the Heather Mobile Home Park.
The outcome of the discussions resulted in the following information:
Re Assessment:
Lloyd MacLellan stated that the assessment on dwellings in mobile parks is
set by legislation and all homes must be assessed at fair market value.
Re Services:
Dr. Ripley wants to check on how services are provided across the province
in other mobile parks.
We discussed the idea of a mobile park by-law, which would include
regulation and guidelines that the park owner and tenants would have to
follow.
Dr. Ripley wanted to speak to Sandy Jolly - Business and Cousumers Affairs
Minister, concerning what services consumers in the mobile parks are
receiving for their dollar.
Dr. Ripley agrees that residents have a valid concern and wants to get
more information and data before meeting with us agian in four to six
weeks.
Mobile Home Owners
A bill that will protect mobile home owners from large increases in the
money they pay for rent as lot fees, was tabled in the legislature by
Business and Consumer Services Minister Sandy Jolly.
In December 1996 Minister Jolly first announced that this type of action
would be taken in order to prevent outrageous rental fees, so the
legislation will be retroactive.

of the Nova Scotia Department of Business and Consumer Services.
